Uttan-Virar Sea Link to Connect with Mumbai-Delhi Expressway

The Free Press Journal · · Infrastructure

The 55.12-km Uttan-Virar Sea Link has received in-principle approval for a connection to the Mumbai-Delhi Expressway via Khardi near Virar.

Key facts

The 55.12-km Uttan-Virar Sea Link (UVSL) will connect to the Mumbai-Delhi Expressway through Khardi near Virar, following in-principle approval at a meeting between the Mumbai Metropolitan Region Development Authority (MMRDA) and the Union Ministry of Road Transport and Highways (MoRTH). The alignment is largely finalised, with technical modifications suggested by MMRDA still to be incorporated before it is frozen.

The project, estimated to cost over ₹58,000 crore, is part of a coastal road network intended to reduce travel time between South Mumbai and the northern suburbs, creating a high-speed corridor from Nariman Point to Virar. It is also planned to connect with Vadhvan Port and the Mumbai-Ahmedabad Expressway. The additional link will integrate the sea link with three major transport corridors, supporting freight and passenger movement, trade, logistics and industrial development in Palghar district.

Key facts

MMRDA issued a public notice identifying 104.285 hectares in Uttan village for the Mumbai-Vadhavan Expressway Corridor, with 20.2 hectares proposed for acquisition for entry and exit connectors. The schedule lists more than 600 survey numbers. Landowners, tenants and interested parties have 15 days to submit written consent for private negotiations; otherwise, acquisition will proceed compulsorily with compensation. Maharashtra has designated the project an ambitious urban transport and vital public project.

The ₹87,400-crore Uttan-Virar Sea Link, approved by the state on November 25, 2025, requires 55.12 km of construction. It will have interchanges at Uttan, Vasai and Virar: a 24.35-km sea link and 30.77 km of connectors—9.32 km at Uttan, 2.5 km at Vasai and 18.95 km at Virar. A 1.2-km tunnel near Arnala Fort is planned. The sea link will have eight lanes; connectors, six lanes each. The larger 120-km corridor will connect South Mumbai with Vadhavan near Dahanu, serving the upcoming port and proposed offshore airport.

Uttan-Virar Sea Link Redesign Wins Approval, Cutting Costs

Hindustan Times · · Infrastructure

Maharashtra approved a six-lane redesign of the Uttan-Virar sea link, expected to reduce costs by more than ₹30,000 crore.

Key facts

Maharashtra’s cabinet committee on infrastructure approved the revised design and cost of the Uttan-Virar sea link on November 4, 2025. The design reduces the link from eight lanes to six and narrows ramps and other structures, saving more than ₹30,000 crore. The earlier estimated cost was ₹87,427.17 crore for the 24.35-km sea link and connectors.

The project’s roads total 55.12 km: a 9.32-km Uttan connector, a 2.5-km Vasai connecting road and an 18.95-km Virar connector. The Virar connector, initially planned to end at Chikhal Dongri, will instead join the Delhi-Vadodara-Mumbai Expressway in Palghar district, connecting the project to Vadhawan Port. The redesign is intended to connect with metro lines and the state’s “Mumbai In Minutes” transport plan, targeting travel across Mumbai within 59 minutes.

The committee also approved a 66-km Nashik ring road for the Kumbh Mela, with a June 2027 deadline. The chief minister directed that the Hadapsar-Saswad project be extended to Purandar airport through a tunnel and requested road, metro and parking plans for the airport.
