Essar is pursuing a gas-to-chemicals refinery near Saphale in Palghar district on 1,215 hectares across Usarni, Khatali, Dandi, Madhukar Nagar, Bhadave and Mathane. The Maharashtra Industrial Development Corporation (MIDC) and local administration have begun the initial land-acquisition process. Of the required land, 265 hectares is government-owned; the rest will be bought from private owners. Essar has held several meetings with MIDC, and its proposal is under process. The state government has approved the 7-million-tonne-capacity project, which is to be commissioned in phases over five years with an investment of ₹30,000 crore to ₹40,000 crore. Villagers oppose the acquisition. A bike rally was held on August 15. Local leaders say the refinery and other reportedly planned projects, including a port, airport and industries, could destroy at least five lakh trees, harm livelihoods and reduce fish catches; lobsters and pomfrets are exported from Palghar district.
