More than 2,000 TNUHDB flats in Rajakoor lack basic services, transport and infrastructure, leaving many homes vacant despite three construction phases costing ₹187.68 crore.

TNUHDB built 1,566 flats in Rajakoor’s Periyar Nagar under JNNURM for ₹47.75 crore nearly a decade ago. Phase II added 1,088 houses in 2017–18 for ₹89.75 crore, and phase III added 512 in 2022–23 for ₹50.18 crore. The site, 18 km from Madurai city limits, lacks transport, healthcare and education access; residents report crumbling walls, stagnant water, overgrown bushes, snakes and difficult commutes. A resident allotted a house paid ₹17,500 and said repairs were needed; another said she walks 2 km to catch the sole 5:30 am bus to Government Rajaji Hospital and spends about ₹100 on transport. IRCDUC founder Vanessa Peter urged the district administration to convene the District Habitat Committee and hold quarterly on-site grievance meetings. TNUHDB said road tenders had been floated, with roads expected within four months. Beneficiaries and TNUHDB are each to contribute ₹270 monthly for maintenance, but many residents do not pay because they do not live there.
