Unions announced another protest on October 29 and threatened a statewide demonstration outside power minister Sanjeev Arora’s Ludhiana residence on November 2. They cited a 2016 attempt to sell two PSPCL properties, withdrawn after employee agitation, and said the current proposal adds eight valuable properties, alongside 16 less valuable properties, including agricultural land.

Arora said the proposed sale or lease falls under the existing OUVGL scheme; surveys are assessing underused land, and grid or substation land will not be touched. He said proceeds would help clear debts and support development.
