Guwahati covers about 219 sq km and has over 12 lakh residents, six times its 1960s population. Its average elevation is 49 metres; the Brahmaputra’s average riverbank level is 51 metres and its danger level at Guwahati is 49.68 metres. The Bharalu system drains much of the city, but its riverbed averages 48.8 metres and banks 49.5 metres. About 90% of its non-rainy-day flow is sewage; the 11-sq-km catchment carries about 5 cubic metres per second. A 50-mm hourly downpour can generate nearly 550,000 cubic metres of runoff, taking the Bharalu over 30 hours to drain. In May 2025, over 720 hectares flooded after rain from Meghalaya hills; 111 mm fell in 24 hours on 31 May, the highest in nearly 70 years. On 19 April 2026, 117 mm fell in one hour and floods killed five people. Flood-prone areas include Panjabari, RG Baruah Road, GS Road, Anil Nagar, Hatigaon, Rukminigaon, Chandmari and Maligaon; three family members died in Bonda in 2025 after a wall collapsed. Proposed measures include drainage construction and cleaning, and reservoirs along the Bharalu and flood-prone zones. One 30-metre-diameter, 100-metre-deep reservoir could hold about 70,000 cubic metres; ten could absorb peak runoff and pump water to the Brahmaputra after levels recede.

Residents say encroachment and faulty drainage cause recurring artificial floods in Satgaon. A drain carrying hill water from Amsing Jorabat to the natural channel at Patharquarry was originally about 12 feet wide and 7–8 feet deep; encroachment has narrowed some sections to 3–4 feet, while its alignment is disrupted at a railway crossing. Residents also blame a concrete bridge at Patharquarry for raising the drain’s outlet elevation and reducing its width. Encroached outlets impede drains flowing to Silsako Beel, inundating interior areas and affecting roads in Satgaon and Panjabari. Flood damage has worsened over the last two years.

Groundwater, available at around 90 feet about 25 years ago, is now reportedly 250 feet below ground. Residents attribute the depletion partly to apartment construction and a packaged-water bottling plant. Satgaon is not covered by Jal Board water-supply projects; residents rely on private suppliers. They have petitioned the state government and Chief Minister Himanta Biswa Sarma for potable water supply and action over the bottling plants, but say no steps have been taken.
