Odisha Moves to Low-Cost Housing Units for Bhubaneswar Slum Residents
On November 21, 2025, Krushna Chandra Mahapatra, Odisha's Housing and Urban Development Minister, made a significant announcement. The state has decided to abandon plans to give land to slum residents. Instead, it will focus on low-cost housing projects. These projects will be implemented through public-private partnerships (PPP) or solely by the government.
What Prompted the Change?
In Bhubaneswar, rising property costs are squeezing low-income families. Simply allocating land isn’t working anymore. The focus is shifting to ready homes.
Slum residents may get access to bank loans to buy LIG and MIG units, priced between ₹15–50 lakh. The move directly targets urban housing gaps and makes ownership more practical.
The government aims for sustainable solutions. Previous efforts, such as land titling, were helpful, but new slums emerge quickly. Structured housing will reduce informal settlements and enhance city planning.

- Land Allocation: 12.90 acres at Suango mouza set aside for affordable residential development.
- Development Method: The PPP model will lead this project, aligning with the national Housing for All (Urban) policy. Developers will create 65% affordable units and use 35% for commercial purposes.

- Financial Support: Accessible bank loans and schemes like PMAY-Urban will aid the process. The budget allocates Rs 120 crore for this initiative.

The Suango project will complement five other initiatives in Bhubaneswar, Cuttack, and Rourkela, aiming for over 5,000 total units.

Families will move away from inadequate living conditions. Loans will make home ownership a reality rather than just a dream. Developers will accelerate construction through PPP incentives. Bhubaneswar will benefit from well-organised neighbourhoods and reduced overcrowding.
This shift also alleviates rental pressures. Simultaneously, plans are in place to convert empty government buildings into affordable rental units under PMAY-U 2.0. There will be two models: one managed by agencies and the other led by private developers.
