Chandigarh Administration Targets Residential Plots at IT Park Two Years After Housing Plans Fell Through
Two years ago, the Chandigarh Administration abandoned large housing projects at IT Park. The reason? It lacked environmental clearance. Now, they are shifting their focus to individual residential plots for sale. Punjab Governor and UT Administrator Gulab Chand Kataria has approved this move. He instructed the UT Chief Architect to investigate the possibilities.
Background: What Went Wrong Last Time
In September 2023, the previous plans collapsed. A general housing scheme covering 16.6 acres? It was estimated at Rs 643 crore and was almost ready. Government flats on 6.73 acres? Those were scrapped as well. The Chandigarh Housing Board (CHB) was looking at a total of 123 acres. This included areas for a five-star hotel, a hospital, and a school. However, clearances didn’t come through, leading to project delays.
IT Park, also known as Rajiv Gandhi Chandigarh Technology Park, is primarily for tech and commercial purposes. Earlier proposals for plots got turned down due to conflicts with the master plan. Zoning regulations supported high-density group housing, not scattered plots.
The New Direction: Plots Instead of Towers
Kataria's instruction represents a strategic change. Forget about group housing and concentrate on developing plots. This could attract buyers who prefer their own houses rather than apartments. The administration is keen to make land work effectively again.
Key actions include:
- Assessing plot development at IT Park.
- Dividing 8.975 acres in Sector 53 into sections. Selling one to private developers.
- Increasing floor area ratio (FAR), building height, and density. Aiming to make schemes affordable, particularly for EWS (Economically Weaker Sections).
Additional Initiatives by the Administration
Kataria didn't stop with plots. He urged CHB to construct flats on land in Sector 54 for government rental housing. Rent will align with the HRA paid to employees. Financial adjustments are in place to ensure feasibility.
Wider changes are underway. Reforms in industrial areas are coming: converting leasehold to freehold plots, allowing flexible land use, and removing height restrictions. But IT Park will remain focused on residential development.
Opportunities for Buyers and Investors
This change creates a boom in the market. Plots offer ownership options. You can build your dream house. The strategic location of IT Park, with its tech hub, adds to its value. Infrastructure development can quickly enhance property demand.
However, challenges remain:
- Zoning disputes, as we've seen in the past.
- Environmental clearances are still required.
- Ensuring affordability for EWS.
Still, with Kataria’s push, there is growing momentum. Keep an eye on CHB and the Estate Office for upcoming auctions.
Why This Matters for Chandigarh Real Estate
Chandigarh continues to be selective about growth. Past difficulties provide important lessons. Now, these plots could address housing shortages. This approach reflects schemes like GMADA's Eco-City plots or affordable housing options.
Homebuyers and developers should keep an eye on new updates. This initiative might transform IT Park from a tech ghost town into a vibrant community. The administration is working to balance regulations, revenue, and the needs of residents in a challenging urban environment.
