UPRERA Extends Project Registration Validity

In response to the ongoing national lockdown, the Uttar Pradesh Real Estate Regulatory Authority (UPRERA) has extended the validity period for project registrations under the Real Estate (Regulation and Development) Act (RERA) by three months. This extension comes as a result of the national lockdown, which has brought construction activity across the country to a standstill and consequently delayed project completion timelines.

Project Completion and Compliance Deadlines Extended

To provide relief to builders, the Uttar Pradesh Real Estate Regulatory Authority has also extended the completion deadlines for projects originally due between March 15, 2020, and December 31, 2020. The developers impacted by this change will soon receive revised project registration certificates reflecting the adjusted timelines. Furthermore, the deadline for other statutory compliance requirements has been postponed until May 31, 2020. This provides developers with additional time to meet their regulatory obligations given the current challenging circumstances.

UPRERA Adopts Video Conferencing and Virtual Hearings

The regulatory authority has implemented daily video conferencing for its team members. This measure intends to address pending matters and provide ongoing training for UPRERA officers. Nevertheless, all complaint hearings scheduled up to May 3, 2020, have been postponed. Approximately 15 hearings are slated to be rescheduled before benches in Gautam Budh Nagar and Lucknow. The revised hearing schedules will be finalized as the COVID-19 situation evolves, with virtual hearings conducted utilizing technological tools.

Online Grievance System to be Launched

UPRERA is also in the process of developing an online platform. This Integrated Electronic Grievance Management System will enable real estate owners, homebuyers, and developers to lodge complaints. This will facilitate a time-bound redressal process for members of the public.
