HUDA Eliminates Construction Deadlines for Allotted Plots
GURGAON: The Haryana Urban Development Authority (HUDA) has removed the deadline for completing minimum construction on allotted residential and commercial plots. A HUDA spokesperson clarified the new policy, stating, "There will be no time limit for completing the construction."
This decision grants allottees the flexibility to manage construction timelines according to individual financial capacity. Previously, they faced a mandatory minimum construction requirement to be met within two years of the possession date.
Extension Fees and Exemptions
After a 12-year grace period, extensions can be obtained by paying double the standard rates. However, this increase does not apply to plots measuring 100 square meters or less or smaller. HUDA has indicated that the rates for such smaller plots will be determined by the prices set by the Authority, with increases only if the Authority itself revises the rates upwards.
Commercial plot extensions will incur fees two to three times higher than residential plots, applying to constructions of up to two stories and those exceeding two stories, respectively.
Fee Rebates for Specific Groups
Defense personnel, including paramilitary forces, as well as women and widows, are eligible for a 50% rebate on extension fees.
Implementation and Impact on Existing Allottees
The revised extension rates will be effective from their date of issuance. Therefore, existing allottees are now obligated to pay extension fees at the new rates. However, those who have already paid extension fees under the previous structure will not incur any additional charges.
The spokesperson added that after 12th year, the expiry period, further extension can be attained by paying double the standard rates. However this will not be applicable to the plot sizes which are up to 100 sq. m. or less.
Yet, the rates of such smaller plots will be dependent on the rates decided by the Authority. There will be increase in the rates only if the Authority increases the rates.
The extension rates for the commercial plots will be two and three times higher than that of residential plots. This will be respectively applicable for the construction of up to 2 stories and more than 2 stories.
If the allottee is defense personnel, including paramilitary forces, a 50% rebate in extension fee will be provided to him. Extension fee rebate will be applicable to the case of women and widow allottees too.
As this new revised extension rates will be applicable from the date of its issue, the existing allottees will have to pay the extension free at the revised rates.
On the other side, those who have already paid the extension rates will not have to pay any additional amount.
