HMDA rejects 65 colleges to regularize buildings

The Hyderabad Metropolitan Development Authority (HMDA) has rejected the Building Penalization Scheme (BPS) applications of 65 professional educational institutions within the city. These rejections stem from the institutions' failure to adhere to the prescribed regulations and requirements for building regularization. While the civic body possesses the authority to demolish these illicit structures at any point, officials are currently exercising caution in their approach towards these organizations.

When the BPS initiative was introduced in 2008, a limited number of colleges sought regularization, primarily those operating under the jurisdiction of gram panchayats. The formation of HMDA in 2008 involved the consolidation of approximately 750 villages and 30 municipalities. Due to the lack of BPS applications, the authority issued notices to educational institutions, mandating the regularization of their unauthorized buildings.

Following the issuance of notices by the civic body, approximately 185 educational institutions, predominantly engineering colleges, submitted applications for the regularization of their illegal constructions. Certain institutions had obtained approvals for ground plus two floors from the regulatory body but proceeded to construct additional floors without authorization. Others initiated construction without seeking any permissions from the regulatory body whatsoever.

The application submitted by CMR Educational Society at Gundlapochamapally was rejected due to inconsistencies in land use as per the stipulations of the master plan. Similarly, the applications of Nova Educational Society (Bata Singaram), Gayatri Education Society (Korremula), and Vignan Vidyalaya (Nizampet) met with disapproval.

Of the 185 applications received, a substantial number were rejected for various reasons, including the non-submission of land use certificates, inadequate road access, and non-conformity with the master plan. Several institutes failed to furnish the necessary documentation, whilst still others have not paid the required penalty amount.
