The Department of Town and Country Planning (DTCP) has issued a stern warning to architects and engineers in Gurugram, emphasizing that tough measures will be taken against them if buildings, for which they have applied for occupation certificates, exhibit structural issues post-final inspection.

The move follows the collapse of rooms in Chintels Paradiso on February 10th, resulting in two fatalities. Residents had long expressed concerns over the building's construction safety.
Regulatory Framework
As per the amended Haryana Building Code of 2017, building owners must apply for a DTCP through a recognized architect. Occupation certificates are granted upon assessment of compliance with all building regulations.
DTCP's Stance
- K. M. Pandurang, Director of DTCP, cautioned: "Architects who misuse their position and certify wrong documents to obtain OCs will be punished."
- RS Batth, District Town Planner, noted that architects often apply for OCs without validating a building's structure, despite claims of no zoning violations or non-compliance during construction.
