Odisha Chief Minister Mohan Charan Majhi inaugurated the Bhubaneswar-Cuttack-Puri-Paradip Economic Regions (BCPPER) corridor in February 2026, with ₹5,000 crore earmarked under the Centre's City Economic Regions scheme, the Hindustan Times reported.
What the corridor plans
The event was held on February 7 at the Lok Seva Bhavan Convention Centre, Deccan Chronicle reported. Urban Development Minister Krushna Chandra Mahapatra attended. The corridor is part of Odisha Vision 2036 and 2047 and aligns with the Centre's urban economic regions programme, the Hindustan Times said.
The four regions contribute nearly 19% of Odisha's economy, which was about $22.38 billion in 2025, according to the report. The state government projects a $500 billion economy by 2047.
The plans include three ring roads totalling about 645 km, the report said. These comprise a 432-km Capital Ring Road linking Paradip and Puri, and 65-km and 148-km inner and outer rings around Bhubaneswar and Cuttack. Proposed rail lines are Puri-Konark (about 32 km) and Konark-Bhubaneswar via Nimapara (about 70 km).
The proposals also include smart city extensions, industrial townships, investment zones and a 426-acre New Cuttack City with eco-parks, the Hindustan Times reported. The Telegraph reported in February that Majhi also unveiled a roadmap projecting the region as a driver of growth and jobs by 2047.
What it means for buyers and renters
The corridor is a framework for proposals and phased funding. The reports give no completion dates for the ring roads or rail links, and no housing targets.
Odisha Television reported in September 2026 that the Asian Development Bank (ADB) will help the state prepare an integrated mobility framework for the region. It covers regional connectivity, bus services and a draft transit-oriented development policy. Additional Chief Secretary Usha Padhee called for an implementation-oriented framework, the report said.
Separately, the Bhubaneswar Development Authority unveiled four town planning schemes covering 969 acres under Samrudha Sahar, ETRealty reported in June 2026.
Housing in Bhubaneswar
Asking prices on PropertyWala put apartments for sale in Bhubaneswar at about ₹8,667 per sq ft (2026 Q1 to 2026 Q4), up 2.2% on the year before.1
Apartments make up about 89% of the city's listings. Independent houses account for about 6%, residential land about 4% and office space about 1%.
Most projects in the city have yet to be completed. Bhubaneswar's project pages show a handful under construction, a few ready for possession and one new launch.
Odisha TV reported in September 2026 that Bhubaneswar's property prices had risen 63% as the city expanded as a tier-two market. The figure is the publisher's own.
What to watch
The next markers are the mobility framework being prepared with the ADB and the town planning schemes under Samrudha Sahar. Odisha's Housing and Urban Development Department and the ADB have discussed both. Details on ring road alignments and rail line timelines have yet to be reported.
