Homebuyers previously faced a long wait for refunds after unsuccessful applications. Now, with the new online system, refunds will occur within just two to three days.

The Department of Town and Country Planning (DTCP) has taken a significant step by launching an online portal aimed at enhancing transparency in the affordable housing purchase process. This new initiative completely digitizes the procedure from application submission to allocation of affordable housing units, an action prompted by numerous complaints from homebuyers regarding developers charging exorbitant premiums.

Online Process Implementation

The entire system—from applying for affordable homes to conducting the draw of lots and processing payments—is now carried out online. By adhering to established rules, developers are required to issue application forms to potential buyers directly. These forms can be obtained from developer offices as well as from various government agencies, including the DTCP and Haryana Shahari Vikas Pradhikaran.

To apply, buyers must submit their forms along with a 5% booking fee based on the unit's cost. Unfortunately, developers have been known to request additional premiums to guarantee application allotments, which violates the regulations in place.

One of the most significant shortcomings of the previous manual system was the delay in reimbursement processing. Buyers who did not receive the homes were left waiting for months to get their 5% submission fees back. Thanks to the newly implemented online system, refunds can now be expected within two to three business days.

Advantages of the Online Draw Process

The shift to an online draw process eliminates the ability of developers to impose premium charges on applicants. Once selected in the lottery, applicants will immediately receive notifications via SMS. Moreover, they can complete their remaining payments through online channels, enhancing convenience.

Currently, there are 91 affordable residential projects at different stages of construction in Gurgaon. According to the regulations, allotments for these affordable housing initiatives must occur through a draw of lots. Notably, there has been no modification to the prices of these affordable housing projects as the government has established fixed pricing for the units offered in such initiatives.
