Task Force for Land Governance in North-Eastern States
On May 10, 2023, the Union Rural Development Ministry (URDM) declared the formation of a task force dedicated to land governance within the North-Eastern states. Prior to this, on May 3rd, during the "Land Governance in the Northeastern States" Conference held in Guwahati, Assam, Mizoram, Meghalaya, and Tripura collectively acknowledged that the modernization and digitization of land records are indispensable for the progress of districts.
It is important to note that although these endeavors have gained substantial ground in select regions of Assam, certain areas, including the Karbi Anglong Autonomous District Council and the Bodoland Territorial Council, still lag behind.
Dharitri Assam Land Records
Dharitri Assam Land Records (ধাৰী অসম ভূমি অভিলেখ ) functions as an online platform designed to facilitate seamless transfer and efficient registration of all Assam land records processes. The Assam government leverages this initiative to disseminate essential land-related information encompassing mutation, partition, conversion, reclassification of land records, and land revenue collection.
Furthermore, it streamlines communication channels with key entities such as the Revenue Circle, Sub-registrar, Deputy Commissioners’ offices, and the Directorate of Land Records. This information is intended to be included in Jamabandi Assam.
Goal of Assam Integrated Land Records Management System (ILRMS)
The Assam state government's Integrated Land Records Management System, also referred to as the Dharitree portal, serves as a repository for integrated land-related information. It offers critical details pertaining to:
- Registration and Transfer of Land
- Regular updates to Land records, land conversion, and reclassification.
- Land tax collection.
Citizen Services Available in Dharitree Assam
Dharitree Assam presents an array of customer-oriented services through its online portal, which includes:
- Online property registration, removing the necessity for physical visits to a land registration office. Citizens can now register their properties from the comfort of their homes.
- Obtaining a No Objection Certificate (NOC) and monitoring its status before proceeding with a property purchase, thereby mitigating potential legal disputes.
- Online updates to land records, encompassing mutation and reclassification, facilitated through the Dharitree Assam online portal, streamlining administrative processes.
- Comprehensive management of the entire land revenue collection process, guaranteeing optimal security and transparency.
How to Access Dharitri Assam Land Records Online
The digital transformation of Dharitree land records has had a cascading impact, substantially streamlining various processes. It is now feasible to inspect land records by adhering to five straightforward steps.
Step 1: Navigate to the official ILRMS website. If the displayed page is in Assamese, users have the choice to translate the content into English for ease of understanding. This feature is particularly valuable due to the prevalent presence of Assamese text on the platform.
Step 2: Upon accessing the designated page, locate and click on either the "Deposit" or "Jamabandi" button to proceed.
Step 3: Following the completion of the second step, users will be redirected to an alternative page. The subsequent action entails selecting the specific district for which retrieval of land records is desired.
Step 4: By clicking on a selected district, users will be directed to another page. On this new page, identification and selection of the relevant circle name are required. It is advisable to have this information readily available, particularly when dealing with unfamiliar circles.
Step 5: After choosing the appropriate circle, the selection of the village name becomes imperative. Subsequently, it is essential to specify the year corresponding to the desired land record.
The LRMS Land Registration Procedure
The most expedited method for ILRMS registration involves downloading the Dharitree Assam application onto a mobile device. To finalize the registration process, users are required to log in to the app using their designated ID and password, followed by the provision of all requisite information.
Offline Access to Land Records in Assam
In instances where the name of the Assamese village is absent from the list provided on the Dharitree Assam online portal, individuals are advised to establish contact with the relevant circle office. This measure is necessitated by the fact that certain land records are yet to undergo digitization, despite over 26,000 village maps in Assam having been successfully integrated into the Dharitree Assam portal. To procure a physical copy of the desired record, one must visit the nearest Circle office and submit a formal application.
Assam Dharitree Mobile Application
The Assam Government has introduced the Dharitree Assam mobile application, aimed at enabling citizens to conveniently access their land records. This application is engineered to deliver a broad spectrum of services, including land record verification, mutation processing, Panheeyan Property Registration, and the generation of No Objection Certificates (NOCs).
Users can conveniently download the application in PDF format upon locating it on Assam’s digitalized land record platform. To authenticate land records via the mobile app, adhere to the subsequent instructions:

Step 2: Initiate the app and navigate to the Dharitree land records section.
Step 3: Designate a village, circle, or district. Employ the patta number or pattidar name and dag number to pinpoint the desired land records.
Step 4: Complete the CAPTCHA verification.
Step 5: After completing these steps, Assam land records can be viewed via this application. Furthermore, the information can be downloaded in PDF format for future reference.
