MCHI Seeks Expert Panels for Efficient Project Clearance
The Maharashtra Chamber of Housing Industry (MCHI) has formally requested Prithviraj Chavan, the Chief Minister of Maharashtra, to establish two expert panels. These panels, comprised of five experts and structural engineers each, aim to streamline the clearance process for real estate projects in the state.
Overhauling the Current Clearance System
MCHI, along with some CREDAI-affiliated builders, met with the CM to discuss the burdensome nature of the current clearance system. A key concern raised was the inadequacy of the fire department's equipment to safely access and approve skyscrapers exceeding 70 meters in height.
Addressing Delays in Project Approval
The builders' association highlighted that the high-rise committee is overwhelmed with pending projects, leading to a protracted clearance process. This bottleneck hinders the timely execution of real estate developments.

The Current Clearance Process
Currently, project clearance involves a thorough examination by the panel, focusing on:
- Soil Quality: Ensuring the project site's soil can support the structure.
- Fire-Safety Norms: Verifying compliance with fire safety regulations.
- Structural Stability: Assessing the project's overall stability.
Only after meticulous evaluation of these aspects does the civic body grant approval.
CM's Assurance and Civic Body's Concerns
CM Prithviraj Chavan assured the developers that he would engage with the Environment Ministry and Forest Ministry to resolve the challenges faced by builders in developing high-rise projects.
A senior civic body official emphasized the importance of balancing development with safety, questioning who would be held accountable in the event of a building collapse, drawing reference to the tragic Thane building collapse.
Moving Forward
If established, the expert panels would bear responsibility for project clearances, potentially mitigating risks such as those highlighted by the Thane incident. Meanwhile, BMC officials are working towards a plan to expedite the approval process, aiming for a two-month turnaround.
