High court upholds ED probe into Bhoodan land scam at Nagaram
Indiatimes · · Regulatory
Telangana high court dismissed petitions to quash an ED enforcement case against alleged illegal transfer of Bhoodan and government land in Nagaram village, Rangareddy district.
Key facts
Telangana high court on Thursday dismissed petitions filed by M A Akthar, Lateef Rahman Sharfan and Abdul Rahman Sharfan seeking to quash an Enforcement Case Information Report (ECIR) registered by Enforcement Directorate (ED) in connection with alleged Bhoodan land scam at Nagaram village in Rangareddy district on Hyderabad outskirts. A division bench comprising Justices P Sam Koshy and Suddala Chalapathi Rao upheld the agency's authority to continue its probe. The petitioners challenged the legality of the ECIR and ongoing proceedings, contending the action was unwarranted and without proper basis, and sought cancellation of the ECIR and stalling of all consequential proceedings. ED's counsel Narender Naik argued preliminary probe revealed several illegalities and huge money transactions involving the petitioners, stating an in-depth inquiry was needed and ED was probing the money laundering aspect separately from local police investigation. The case arose from allegations concerning illegal transfer and sale of Bhoodan and government land parcels in certain survey numbers in Nagaram village. ED took up probe based on an FIR registered by local police.

Telangana High Court dismissed interim applications by IAS and IPS officers seeking to vacate a stay order on Bhoodan lands in Nagaram village, Rangareddy district.
Key facts
Justice K. Lakshman of Telangana High Court dismissed interim applications filed by IAS and IPS officers seeking to vacate a stay order over Bhoodan lands in Nagaram village, Maheshwaram mandal, Rangareddy district.
In April 2025, a single judge instructed Revenue and Registration authorities not to change, alter, or alienate lands in survey numbers 181, 182, 194 and 195 until further orders, following allegations of large-scale fraudulent transactions.
Petitioner Birla Mallesh alleged the lands belonged to Bhoodan Yajna Board and were purchased by private persons including top IAS and IPS officers. He sought a direction to declare inaction by Revenue, Stamps and Registration officials as arbitrary and requested an Enforcement Directorate investigation.
The judge passed an interim order instructing the Registration department to include the lands in a list of prohibited properties due to serious allegations. IAS and IPS officers challenged this, but the division bench declined to stay the order.
Justice K. Lakshman dismissed four interim applications seeking vacation of the stay order. Another writ petition by A. Ramulu seeking a Commission of Enquiry into illegal mutation of lands in survey numbers 194 and 195 was also dismissed, as was Birla Mallesh's petition seeking mutation document copies.
The judge granted liberty to submit an application to the Chief Commissioner of Land Administration for certified copies. If authorities fail to respond, fresh writ petitions or further legal steps are available.
