Indore has 23 master plan roads; work is underway on 17. Six are due to open by Dussehra, and work on the remaining six will start after the rains. Authorities identified 1,275 obstructing homes and shops for removal. The six scheduled roads are Madhumilan–Chhawni–Jagannath Dharmshala; Laxmibai statue–Jinsi; Jinsi–Neminath temple; Sanwer Road petrol pump–Shiv Shakti Nagar Hanuman temple; Musakhedi crossing–Sanwariya Dham service road; and the Janjeerwala crossing–past Laxmi Memorial Hospital bridge section of the Veer Savarkar statue–Nehru Nagar Road No. 9–Atal Gate/MIG police station road.

Other listed stretches include Jinsi crossing–Subhash Marg–Rambagh bridge (80 feet wide, 1.75 km; over 200 obstructions); Subhash Marg–Kadillpura–Indore Wire Factory (80 feet, 0.5 km; over 150); AB Road GPO crossing–Sarwate bus stand/Shraddhanand Marg (80 feet, 1.3 km; over 250); and the Airport Road–MR-5 link (100 feet, 2.4 km; over 300). Two further stretches are listed as 60 feet wide and 2 km with 250 obstructions, and 60 feet wide and 1 km with 125.

Officials set 30–90-day deadlines and directed penalties or termination notices for slow work. PD Agrawal Construction received a termination notice after a ₹10 lakh penalty; Victory One and SK Infrastructure were each fined ₹5 lakh, and Highway Infrastructure ₹10 lakh.
