Sanctioned Road for Ambal Colony Sparks Opposition in Nilgiris

A road planned to improve healthcare and basic access for 40 Scheduled Caste families in Ambal Colony has faced opposition from a dominant-caste community.

Residents of Ambal Colony, Kengarai panchayat, Kil Kotagiri, have sought a road for more than 40 years. The proposed road, a few hundred metres long, would reach a clearing below the hilltop village. On September 3, 2026, the Directorate of Adi Dravidar Welfare sanctioned ₹17.36 lakh to acquire 18.77 cents under the 2013 land acquisition law, benefiting 40 Sri Lankan-repatriate Scheduled Caste families.

A dominant-caste community protested on September 23, seeking cancellation, citing landslip risks and the road’s proximity to Sri Mahalingaswami Temple in Havoor. Residents alleged social exclusion, including shopkeepers refusing to sell them food and produce and tea estate owners stopping their employment. They said the village’s current route involves a difficult, wildlife-threatened walk of around one kilometre to the main road; residents, including pregnant women, sometimes need to be carried to it. A resident reported prenatal and elderly deaths over the past 15 years linked to delayed hospital access. People’s Power Party state joint secretary Maran said he raised the issue with Tamil Nadu Social Justice Minister Vanni Arasu and sought his visit and action against officials who delayed the demand.
