Shiv Sena (UBT) MLC Ambadas Danve raised allegations in legislative council of enemy property records being altered using Pakistani bonds in Mira Road. Developer Raju Shah, who exposed the issue, reported receiving threat calls and WhatsApp messages from a Karachi-based mobile number. Shah had lodged complaints against four developers for grabbing land parcels in revenue villages Kashi and Ghodbunder, and filed complaint with DCP Zone I Prakash Gaikwad.

Over 30 survey numbers in Ghodbunder, Mahajanwadi and Kashi revenue villages are under scanner as enemy properties. In December 2021, central government directed Thane district collector to prevent sale or conveyance deed registration for such holdings. MBMC was asked to stop awarding permissions and issue stop work notices. Town planning wing surveyed revenue villages of Kashimira in January 2022. Seven properties had plans passed and permissions granted before central orders; further proposals on enemy property land were halted, confirmed town planning officer P.M. Shinde.

Enemy properties are those in names of people who migrated to Pakistan decades ago. After accepting Pakistani citizenship and India declaring Pakistan enemy state in 1965, properties were declared enemy properties. Transfer of enemy properties banned under Enemy Property Act 1968 and Enemy Property Rules 2015. Major construction industry players have planned multi-crore projects on enemy land parcels.
