Diva ROB Delays Keep Level Crossing Disrupting Mumbai Local Trains

Diva’s level crossing delays 80–90 daily CSMT–Kalyan services, while unfinished approach roads and land acquisition hold up the road overbridge intended to replace it.

A Monday accident near Mumbra that killed four commuters highlighted overcrowding and delays on Mumbai’s suburban railway. At Diva Junction, a level crossing spans all 10 rail lines; 70–75% of the Main Line’s 894 daily services stop there. The gate opens at least 39 times daily for 8–9 lakh vehicles. Each opening delays trains by 5–7 minutes on average, rising to 8–12 minutes at peak times; trespassing or accidents can halt services for 15–20 minutes. The crossing delayed 2,558 suburban services in 10 months of 2024–25 and at least 80–90 daily trains on the CSMT–Kalyan route.
A road overbridge (ROB), whose construction began in 2019, is intended to allow permanent closure of the crossing. Central Railway says its work is complete, but Thane Municipal Corporation (TMC) has yet to finish approach roads on both sides. TMC has demolished eight buildings for four support pillars and needs 280–300 metres of land on the west side. An eastern-side railway escalator obstructs crane access. TMC chief engineer Prashant Sonagra said the road alignment was modified after three meetings with villagers; if resistance continues, compulsory acquisition will be sought, and the ROB could be completed within six months once approved.
Pandurang Bhoir alleges his eastern-side land was used without proper acquisition or compensation; TMC says compensation was offered. Residents Rohidas Munde and Subhash Mhatre also object to the project’s execution and land acquisition.
