Green Transition Plan Targets ₹5.4 Lakh Crore Investment in CNY Region

iFOREST’s 10-year plan proposes green energy and industrial hubs across Chandrapur, Nagpur and Yavatmal, projecting ₹5.4 lakh crore investment and 3.4 lakh jobs.

Key facts

The International Forum for Environment, Sustainability and Technology (iFOREST) released a Just Transition Investment Plan for the Chandrapur-Nagpur-Yavatmal (CNY) region in Mumbai on June 25, 2025. The region produces 100% of Maharashtra’s coal and half its coal-based power; coal production is expected to fall 50% over the next decade as resources are exhausted.

The plan projects ₹5.4 lakh crore in investment, 3.4 lakh jobs and 4% regional GDP growth. It proposes repurposing closed and retiring coal mines into green energy and industrial hubs through three economic development nodes: Bhadrawati–Wani, Rajura–Chandrapur and Umrer. The nodes cover more than 6,000 hectares of coal mine land and have 37 GW of solar energy potential. Reclamation and repurposing would require ₹33,400 crore from public investment, coal companies and power utilities.

Maharashtra Chief Secretary Sujata Saunik called for renewable energy and green industrial cluster investment. Chief Economic Adviser to the Chief Minister and MITRA CEO Praveen Pardeshi said farmers use 40% of Maharashtra’s energy for irrigation pumping and advocated solar pumps.
