Objectives: Divert transit traffic away from Chandigarh to reduce congestion on Madhya Marg, Dakshin Marg, Chandigarh-Zirakpur road, and routes connecting Chandigarh with Mohali and Panchkula. Allow vehicles destined for Punjab, Haryana, Himachal Pradesh and Jammu & Kashmir to bypass the Tricity entirely.
Benefits: Reduced travel time and fuel consumption, improved freight movement, enhanced logistics, tourism, trade and investment connectivity across the region.

Haryana Shehri Vikas Pradhikaran (HSVP) executive engineer NK Payal stated work is stalled due to unavailable bitumen; even when available, supply is severely constrained at high cost—of five trucks ordered, only one is received. The 1.59km road runs from near Sukhna Lake's regulatory end to IT park-Dolphin Chowk; less than 1km remains to complete. The road from Dolphin Chowk side is built but ends abruptly, causing confusion among commuters who find no information board warning of the dead end. Work was originally due for completion in late previous year but was discontinued during winter and now faces bitumen unavailability. Bitumen—a dark viscous binding agent for asphalt roads—is a byproduct of crude oils heavily produced in Gulf and Iran regions. Upon completion, the road will improve connectivity between the towns. Sectors 2, 3, and 4 along the stretch are planned for significant development including independent houses, group housing societies, shopping complexes, and parks, with the property market expected to gain impetus.
