Kolkata Circle Rates Rise Up to 90%, Raising Property Costs

West Bengal raised circle rates by 15% to 90%, increasing registration costs and potentially pushing more Kolkata homes into the higher stamp-duty bracket.

Key facts

West Bengal’s revised circle rates took effect on Wednesday, after seven years without a revision. The government said the increase addresses gaps between official rates and market prices; one cited example was a sale at ₹9,000 per sq ft against a ₹6,000 circle rate.

  • Mahishbathan: up 87% to ₹12,065 per sq ft, above established Tollygunge.
  • BT Road, Baranagar: up from ₹4,708 to ₹8,850 per sq ft.

Stamp duty in Kolkata and other urban areas is 6% for properties below ₹1 crore and 7% above it. Revised valuations may put most three-bedroom units and some two-bedroom apartments above ₹1 crore. Credai West Bengal president Sushil Mohta warned that when circle rates exceed market prices, buyers and sellers may face income tax on the difference. Credai Kolkata president Apurva Salarpuria said the industry was not consulted; Merlin Group MD Saket Mohta warned mismatches could hinder deals and reduce government revenue.

NK Realtors’ Biplab Kumar predicted a short-term sales dip; Knight Frank India’s Vivek Rathi noted registrations rose 37% year-on-year from January to August 2025.
