Riyaz Manzil occupants challenged its enemy-property status and a 2024 certificate, citing revenue records linking the land to Nawab Hamidullah Khan and Sajida Sultan.

Occupants of Riyaz Manzil in Khanugaon filed preliminary objections before the assistant custodian (enemy property) and the sub-divisional officer (revenue), Sant Hirdaram Nagar (Bairagarh), questioning the property’s ownership and the authenticity of an enemy-property certificate dated April 29, 2024. The next hearing is scheduled for October 6.
They said government revenue records for Khasra No. 42 do not name Aftab Jahan Begum, identified in the proceedings as the property’s owner, but link the land to Nawab Hamidullah Khan and successor Nawab Begum Sajida Sultan. A 2020 Tehsildar proceeding in Revenue Case No. 337/A-6/2018-19 found an alleged Hiba (gift) to Aftab Jahan unsubstantiated.
Counsel for a notice recipient asked that CEPI’s original or certified File No. 16-01-03/84 be summoned from Mumbai, including the certificate, note-sheets, approvals, verification reports, ownership basis and correspondence with the Centre, State and Collector.
